They know nothing about him when they pull him off the street, but it soon becomes clear that Runcorn is a feared and high-level supporter of Voldemort, though not a Death Eater. Though Harry has no idea how much power Runcorn actually has at the Ministry, he's able to use Runcorn's power to help all the Muggle-borns awaiting trial escape.
