The Inspector is in charge of granting Certificates of Normalcy to newborn Waknukians and determining what is and is not made in the Image of God. He and Joseph Strorm disagree about whether great-horses should be classified as Mutations. The Inspector is not as uncompromising in his beliefs as is Joseph, and, unlike Joseph, he is kind to David when he finds out that David has concealed Sophie’s mutation. He grants Petra a Certificate of Normalcy because she looks like a normal child.
