Billy is a local menace and Chris Hargensen’s boyfriend. Billy’s parents are divorced, and he reacts to his unhappy home life by behaving cruelly toward others, including Chris—the narration implies that he has forced her to have sex on more than one occasion. When Chris expresses a desire to get “revenge” on Carrie after Tommy invites her to prom, Billy helms the plan to dump pig’s blood on Carrie. Billy brings his friends to a local farm where they slit two pigs’ throats, but he ensures that only his friends leave their fingerprints on the buckets of blood, showing that he is cunning and selfish as well as cruel. Billy shows little concern or remorse when it’s revealed that his plan has led Carrie to destroy Chamberlain. He and Chris attempt to drive into town, but Carrie kills them by wrenching control of Billy’s car and crashing it into a building.

The tools inside were of many different makes, and she suspected that many of them were stolen. The car smelled of oil and gas. The sound of straight pipes came loudly and exhilaratingly through the thin floorboards. A row of dials slung under the dash registered amps, oil pressure, and tach (whatever that was). The back wheels were jacked and the hood seemed to point at the road.
