Two men who live near Billie Jo get arrested for cooking and selling moonshine. Sheriff Robertson arrests them and has their materials and ingredients confiscated. However, rather than taking the sugar, Sheriff Roberson donates it to the school so Miss Freeland can make sweets for the kids.
Alcohol was illegal in the United States in the early 1930s, though many people still ran illegal moonshine operations. Although Sheriff Robertson is supposed to confiscate the sugar, he feels donating to the children is more important than following rules.
